What is ISPM-15 Heat Treatment?

An International Standard

ISPM-15 (International Standards for Phytosanitary Measures No. 15) is set under the International Plant Protection Convention of the UN's Food and Agriculture Organization. Most countries require it for wood pallets and crates used in international trade.

Purpose & Requirements

The standard stops tree pests and diseases from crossing borders in wood packaging. Under heat treatment, the core of the wood must reach 56°C (132.8°F) for at least 30 continuous minutes.

The Stamp

Treated pallets carry a mark showing the IPPC symbol, a country code, the treatment provider's registration number, and the treatment code: HT for heat treatment.

Why It Matters

Shipments on non-compliant wood packaging can be held, treated, sent back or destroyed at the border, adding delay and cost.

What It Covers

The rule applies to solid wood packaging. Processed wood such as plywood and particleboard, and plastic pallets, are exempt.

Heat Treatment Advantages

No chemicals are used, so there is no residue or odor, and the pallets can still be reused and repaired.

How Heat Treatment Works

Step 1: Inspection

Wood must be debarked and free of soil and contamination before treatment.

Step 2: Heating

Pallets are heated in a kiln or chamber, with probes in the wood, until the core holds 56°C for at least 30 minutes.

Step 3: Stamping

A registered treatment provider applies the ISPM-15 mark to the treated pallets.

Step 4: Records

Treatment records tie the stamped pallets to the treatment run, in case customs ask.

Common Questions About ISPM-15

Do I need heat-treated pallets for shipping within the US?

No. ISPM-15 applies to international shipments. Treated pallets can still be used for domestic loads, which is handy if some of your shipments go abroad.

Does the treatment wear off?

No. Heat treatment doesn't need to be repeated as long as the pallet isn't rebuilt and the mark stays legible.

What if a treated pallet is repaired?

Repairs must use treated wood, and each new component needs its own mark. A pallet that is rebuilt with many new parts must be treated and marked again.

Is heat treatment safe for my products?

Yes. No chemicals are involved, so heat-treated pallets are often chosen for food and pharmaceutical shipments.
